Tiksi became the first pilot settlement to implement the Arctic Settlement Design Code

The Arctic Settlement Design Code is a set of standards and codes of practice governing the appearance of the urban environment in the Arctic.

In a small village in the Far North, where fewer than 5,000 people live, the process of implementing the Design Code has been launched. The Arctic Settlement Design Code was developed in 2021 by the Information and Analytical Centre of the State Commission for Arctic Development, supervised by the Ministry for the Development of the Russian Far East and Arctic and the Ministry of Construction, Housing and Utilities of the Russian Federation. The publication of this regulation has simplified the process of working with the urban environment in the Arctic.

The Arctic Settlement Design Code is a set of standards and codes of practice governing the appearance of the urban environment in the Arctic. The document contains requirements and recommendations for working with the visual environment of the Arctic and northern settlements, which can be supplemented by each municipality, based on regional characteristics and needs.

The introduction of the Design Code is planned for the entire village. This will allow Tiksi to improve the quality of life of the residents, not only by creating a new image of the settlement but also by solving major problems: visual garbage, poorly chosen colouristic solutions and unsatisfactory condition of building façades, low-quality materials of façade finishing, ineffective navigation solutions, elements of fencing or lighting.

The implementation of the Design Code in Tiksi is organised under the supervision of the Information and Analytical Centre of the State Commission for Arctic Development and the LETO Yakutia, Centre of Competence for the Urban Environment of Yakutia. At the moment, a project working group has been formed, and a roadmap is being developed. Completion of the project is scheduled for mid-2024.

The Arctic Settlement Design Code is generally available, in the public domain and suitable for implementation in all northern and Arctic settlements in Russia.
