North Sea Route all year round: new transport corridor development strategy presented at EEF 2022 road session

An integrated plan for the development of the North Sea Route until 2035 was submitted for consideration by the Russian Government. It covers both infrastructure development and the construction of new icebreakers, the launch of satellites, the improvement of security systems, and the updating of meteorological technologies.

A road session of the EEF dedicated to the prospects for year-round navigation along the North Sea Route was held in Petropavlovsk-Kamchatsky. Ramping up cargo traffic along the North Sea Route, as well as the uniform distribution of the load on the transport corridor were discussed at the event. The session was moderated by Mikhail Bazhenov, Head of the Infrastructure and Project Financing Practice and Managing Partner at Tekhnologiyi Doveriya.

It was noted that the NSR development and its transition from experimental to regular operations depend on coherence in infrastructure development, construction of new vessels, security systems, and technical improvement.

Gadzhimagomed Guseynov, First Deputy Minister of the Russian Federation for the Development of the Far East and the Arctic, noted that the synchronisation has already been started. The Ministry for the Development of the Far East and the Arctic prepared a consolidated plan including every measure to ensure the year-round operation of the new transport corridor and submitted it for consideration by the Government of the Russian Federation. According to Mr Guseynov, the development plan involves obligations both by shippers to guarantee volumes, and by the state to create the necessary infrastructure.

'As of today, according to the plan, a future cargo base has been assembled. By 2024, it will amount to 90 million tonnes, and by 2030, it will exceed 200 million tonnes. The projects that comprise this cargo base call for expected investments amounting to over RUB 15.6 trillion, and the gross value added to be created is RUB 28 trillion. Tax revenues by 2035 should amount to over RUB 16 trillion,' Gadzhimagomed Guseynov explained. 'A separate section of the plan covers the development of the icebreaking fleet and ties the capabilities of the shipyards with the orders and future volumes. According to the document, at least eight icebreakers will be built; two have already been delivered, and another one will be ready by the end of the year. It also covers the development of safety measures on the NSR routes, the launch of new satellites, the improvement of meteorological forecasting, and so on.' Mr Guseynov also noted that, in accordance with the plan, a roadmap outlining key events and control points will be prepared after the EEF, by October.

At the session, representatives of state corporations and businesses spoke about their experience in organising experimental voyages and presented their technological capacities along with the achieved results.
