Regional mechanism of state support for investors is launched in Pomorie

A regional mechanism based on Capital Investment Protection and Promotion Agreements (CIPPA) will be launched to support investors in the Arkhangelsk Region.

The regional government has approved a procedure for entering into such agreements, as well as a procedure for evaluating projects to apply the mechanism and for monitoring the implementation of the CIPPA. Alexander Stotsky, General Director of the Project Office for Arctic Development, writes about this.

Investors who have invested at least RUB 200 mn in their project will be able to take advantage of the CIPPA mechanism. Enterprises that sign CIPPA may be reimbursed up to half of the costs of erecting or reconstructing the supporting infrastructure required for their projects. In addition, such enterprises will be able to claim full reimbursement of the costs of the accompanying infrastructure.

Embedding the CIPPA mechanism in the context of a given investment project in Pomorie does not exclude the use of other preferential regimes and preferential systems, including obtaining the status of a resident of the AZRF, as long as such a combination does not entail double subsidisation of costs for the same infrastructure facilities. However, the reimbursement limit cannot exceed the amount of taxes paid by the investor to the budget.
