Automated fish storage plant: Udarnik terminal is gearing up for launch

In 2024, one of the most significant fish and seafood storage points in the Kola Arctic will initiate its first stage. TASS reports this, citing the Ministry of Arctic Development and Polar Region Economy. The Udarnik terminal, under construction by Norebo, will be capable of processing up to 800 thousand tons of cargo annually once it reaches its projected capacity, with 500 thousand tons allocated for aquatic bioresources and the remaining 300 thousand for other product types. It will not only offer a comprehensive service cycle for fishing vessels but also facilitate product delivery to both local and international markets. The enormous refrigerator will enable the simultaneous storage of 35 thousand tons of fish and seafood. The most substantial capacities will be situated in the docking area to expedite the unloading process of ships as much as possible — the refrigerators will hold about 25 thousand tons, with the remaining 10 thousand tons transported to the complex's rear area. Upon reaching its projected capacity, the Udarnik terminal will create approximately 250 new job opportunities.

Fishery companies in the Russian Arctic are eagerly anticipating the new complex's launch, particularly in light of practices in the Far East. Last year, Norebo launched the third stage of the Seroglazka terminal near Petropavlovsk-Kamchatsky. Currently, its capacity stands at 300 thousand tons of refrigerated cargo transshipment annually, its refrigerators can hold 25 thousand tons of fish at once, and the total cargo transshipment volume reached 1.2 mn tons per year. There are 8 cargo berths along the 1,600-metre quay line, which can accommodate ships with a substantial draft — the depth there is 14 m. Besides storage services, Seroglazka also offers users laboratory services for quality assessment, sanitary standards and other food product testing. Ship captains and fishing company representatives interact with the company through a 'single window' system, significantly enhancing the convenience of addressing numerous intricate issues compared to the slow and complex bureaucracy in many global ports.

Both Udarnik and Seroglazka are generally prepared to accept any cargo, serving as transshipment facilities for transporting goods via the North Sea Route. Their development prospects are largely based on their advantageous location — both Murmansk and Kamchatka can be accessed without icebreaker assistance, significantly enhancing transit access through the Arctic Ocean. Indeed, only a small portion of existing cargo ships can confidently navigate the harsh Arctic waters, even during summer. Transshipping cargo at convenient locations implies that those skilled in navigating the icy expanses of the Arctic — Russian captains on Russian ships — will be doing so. This scheme will undoubtedly find its place in the plans to boost the NSR's cargo turnover to 80 mn tons by 2024.

The Udarnik terminal is part of the ASEZ 'Stolitsa Arktiki' (ASEZ 'The Capital of the Arctic'), meaning it's a resident of the free economic zone. It benefits from being in a free customs zone, reduced tax obligations and insurance premium compensation. Without such assistance, constructing such a project would have taken significantly longer, which doesn't align with the Russian Government's requirements for the rapid development of the Arctic economy. Even with state support, Norebo has invested approximately RUB 4 bn in the construction. 

As of January 2024, there are 9 registered residents in the Arctic territory of advanced development who have collectively invested over RUB 164 bn and created 5,230 new jobs.
